In the past, the founder and material sponsor of the Škofjelok Passion was the brotherhood of the Most Holy Redemption Body. At the direct initiative of the brotherhood, the Capuchins in Škofja Loka took on the task and regularly held a passion procession on Good Friday. They took over the entire organization and made sure that the procession took place appropriately and decently.

Based on the agreement between the successor of the rights of the Capuchin Monastery of Škofja Loka and the Municipality of Škofja Loka, the production role of the former brotherhood of the Most Holy Body of Salvation was taken over by the Municipality of Škofja Loka.

The Capuchin Monastery of Škofja Loka today takes care of the protection of the spiritual content of the Škofjelo Passion. The Capuchin brothers of the Slovenian Capuchin Province choose the spiritual leader of the Škofjelo Passion.

The municipality of Škofja Loka, as the producer of the Škofjelo Passion, in addition to providing the formal legal and financial framework, takes care of the selection of the project manager and the establishment of an expert committee that selects the director and monitors the preparations for the performances. It also takes care of the coordination between the many societies and other civil associations that participate in it and the inclusion of the Škofja Loka Passion Play in the European space.

In 2007, the Municipality of Škofje Loka adopted the Decree on Theater Performances of the Škofja Loka Passion Play, with which it regulated the legislation for its protection and preservation and thus ensured the performance of the Škofjelo Passion in the form of a procession during Lent and Easter in the original environment of the old medieval town center of Škofja Loka.
